What Should Be Included in a Data Center Responsibility Matrix?
A responsibility matrix removes ambiguity about who owns each operating layer. Here is what it should cover.

Most operational disputes in colocation trace back to an unstated assumption about who owns a task. A responsibility matrix makes those boundaries explicit before deployment.
Layers to include
- Utility and on-site power through the demarcation point
- Electrical distribution to the rack
- Facility cooling, CDUs, and in-rack liquid distribution
- Physical security and access lists
- Cross-connects and demarcation
- Remote hands tasks
- Monitoring and alerting
- Maintenance and change control
- Incident response and communication
Use clear ownership values
Each row should state whether the provider owns, the customer owns, or the task is shared—with a note describing the boundary.
